On Friday, July 19, the ICC Annual Conference will take place in Colombo, Sri Lanka. A key item on the agenda for the meeting is when BCCI secretary Jay Shah intends to replace New Zealander Greg Barclay as the next chairman of the Indian Cricket Council.
The board meeting kicks off the conference for the worldwide governing body of cricket on Friday. The ICC’s losses of more than USD 20 million for hosting T20 World Cup matches in the US are anticipated to take front stage. The financial details of the event are not included in the nine-point agenda of the AGM. As per usual operating procedure, the board will discuss it as a “post-event report”.
Aside from talks about ICC memberships, reports from associate member meetings, and the awarding of the ICC Development Awards, other items on the schedule include the appointment of ICC’s new external auditor. India’s participation in the ICC Champions Trophy in Pakistan in 2025 is a hot topic among cricket enthusiasts. Nevertheless, it is not scheduled for discussion unless the chair permits it to be brought up during the meeting during the “Any Other Business” segment. However, one of the primary topics of interest for persons attending the ICC, according to an ICC source aware of the developments, is when Shah takes over as head of the global organisation.
“The question is not how, but when; he has one more year left as BCCI secretary before his constitutionally mandated cooling-off time with the Indian board begins in 2025. But Barclay cannot serve his third two-year term from December 2024 to December 2026 if he must into office in 2025. There is a belief that the cumulative term might still be six years even if the ICC presidency term shifts from three terms of two years each to two terms of three years,” the ICC source stated.

Many people think that Shah can serve as BCCI secretary for another six years if Barclay’s present term is extended to three years. In 2025, he would take over as ICC chairman for a three-year period, during which he will be cooling off in the BCCI. He is eligible to return and assume the role of board president in 2028 following this term.
After defeating rival Imran Khwaja with 11 out of 16 votes in the second round of election, Barclay has been the head of the International Criminal Court (ICC) since November 2020. Shah, 35, is poised to take the helm as the organization’s youngest leader in the meantime.
