On February 19, caretaker Prime Minister Anwar-ul-Haq Kakar gave direct command over the Pakistan Cricket Board (PCB)’s operations to the Cabinet Division. The recent problems between the Ministry of Inter-Provincial Coordination (IPC) and the cricket regulatory body prompted the strategic administrative change.
“Prime Minister is happy to hand over administrative control of PCB from IPC to Cabinet Division in accordance with Rule 3 of the Rules of Business 1973. As a result, the PCB has been moved to the Cabinet Division, according to a Monday notification.
According to the announcement, PCB will report directly to the Prime Minister’s Office and will no longer be under the jurisdiction of the IPC ministry. Not to be overlooked is the fact that the IPC ministry secretary will no longer be a member of the PCB Board of Governors.
Prior to the board’s election of Syed Mohsin Raza Naqvi as its first elected chairman in 14 months, Zaka Ashraf, the temporary head of the PCB management committee, had disagreements with the IPC ministry on a number of issues.
PCB is a self-governing organization that raises money on its own.
It follows its own constitution as well. However, the government placed the Pakistan Cricket Board under IPC for cooperation with the federal government after the sports ministry was devolved to the provinces as a result of the country’s 18th amendment to the Constitution.
The main responsibility of the IPC ministry was to act as a liaison between the federal government and the Pakistan Cricket Board. It also coordinated the activities of the numerous standing committees and responded to inquiries from the parliament and its committees on behalf of the Pakistan Cricket Board.
A Dawn report claims that a Cabinet Division secretary would now be appointed to the Board of Governors in place of the IPC secretary. Pakistan Super League (PSL), PCB’s main franchise tournament, is currently taking place. On Saturday, February 17, the ninth iteration of the wealth-laden league got underway.
